Government Resolution No. 208, issued on April 28, 2025, stipulates that financial support with repayment terms will be provided to citizens who experienced losses as a result of the fire at the “Shine Moren” trade and service center building in Khuvsgul aimag.

To implement this financial support, the Government of Mongolia has amended Article 5 of the "Regulation for granting small loans from the Employment Support Fund, issuing guarantees for them, reimbursing interest, and providing financial support." This amendment, based on Article 30, Part 1 of the Law on the Government of Mongolia and Article 12.7 of the Law on Employment Support, adds Article 5.18: "5.18. In accordance with Government Resolution No. 208 dated April 28, 2025 'On Capital Issuance,' the requirements and criteria specified in this Regulation do not apply to the provision of financial support with a repayment condition to citizens who experienced losses due to the fire in the building of the 'Shine Moren' trade and service center in Khuvsgul aimag."
