On April 22, 2025, the Standing Committee on Justice of Parliament backed the proposed amendments to the Law on Freedom of Demonstration and Assembly, along with related draft legislations.
Mongolia's revised demonstration law significantly expands protest rights by extending organizational privileges beyond registered political parties and NGOs to include all citizens, legal entities, and even unregistered groups.
In a notable expansion of civil liberties, Mongolia's amended assembly law now permits any citizen, business entity, or informal organization - not just registered political parties and NGOs - to organize and participate in public demonstrations.
The amendment simplifies protest permits, stipulating that roadway protests may proceed after simple notification and official acknowledgment, gatherings in permitted locations require only advance notice and, prior permit system would be abolished for these cases.
