On August 25,2025. The "Regulations on Control of Goods and Vehicles Entering the Border Customs" were revised and approved by the Director of the General Department of Customs, in accordance with the ennactement to Order No. A/337.
The updated regulations incorporate enhanced digital and technology-driven processes and provide greater detail compared to previous versions. These revisions are designed to improve the reliability and transparency of customs controls and inspection outcomes. Key modifications include:
1. Use of information systems
· The use of electronic systems such as CAIS, CEPS, and QIMS has been made mandatory.
· Officials are now required to log in only with their own credentials.
· Cargo registration, manifests, and declarations will be verified using QR codes and electronic requests.
2. Accuracy of the inspection process
· Time limits have been set for vehicle, cargo and passenger inspections (e.g.,vehicle inspections should be limited to 1 hour).
· Risk-based inspections and large data analytics have been introduced.
· Requirements for cargo sealing, marking and documentation, regardless of the type of transport, have been revised.
3. Audioand video verification
· Arrangements have been made to fully record inspections using the Engeri camera and telemonitoring system.
· Detailed retention period for recordings: 6 months on the server, 12 months in the archive.
4. Quarantine and hygiene requirements
· Regulations have been added to ensure that quarantine inspections of animals, plants, food,and pharmaceutical products are carried out within a certain time frame.
· Detailed procedures for disinfection, isolation, and destruction have been included (including operating temporary isolation units, issuing certificates, andtaking action in case of suspected infection, etc.).
5. Liability regulation
· The duties of officials have been further clarified. For instance, unwarranted detention of vehicles, cargo, or passengers is expressly forbidden, and any breaches ofthese regulations will result in accountability measures.
